Uttar Pradesh and Bihar are currently two of the most rain deficient states. As on July 17, Bihar is rain deficient by 44 percent, West Uttar Pradesh by 43 percent rains and East Uttar Pradesh by 46 percent Monsoon rains.

Since the onset of Southwest Monsoon this year, these two states not received fairly widespread Monsoon-like rains. However, few good spells occurred over foothills as well as West and Central districts of Uttar Pradesh during the first week of July but these rains remained patchy and failed to improve the rain deficiency.
In the past day also, scanty to very light rains were observed over Uttar Pradesh and Bihar. In the last 24 hours from 8:30 am on Tuesday, Sultanpur recorded 7.6 mm of rain, Allahabad 3.6 mm, Bhagalpur 2 mm and Varanasi 1 mm of rain.
As per Skymet Weather, now the western end of the axis of Monsoon trough is running via West Rajasthan and the eastern end via Odisha. In fact, a low-pressure area which is over Southeast Uttar Pradesh may give some rains over the southern districts of Uttar Pradesh during the next 24 to 48 hours. All other districts of the state will witness subdued rainfall activity.
Meanwhile, in the absence of any significant weather system, rainfall activity over Bihar will remain subdued for at least next two to three days. Therefore, we can say that these two states will continue to remain highly rain deficit which is a sign of worry.
The paddy and rabi crop field which are likely to be sown in these two states will be adversely affected in wake of the absence of Monsoon rains.
