People in Jammu should travel to Srinagar to escape the cold day conditions. It might sound surprising, but it’s true. Jammu recorded 9.3°C as day temperature on January 20, while Srinagar saw maximum rise up to 13°C.
This could be attributed to the weather conditions left behind by the previous Western Disturbance. Cold and dry northwesterly winds are blowing over the northern plains including Jammu.
Obscure sky conditions are prevailing over the region for the last couple of days. This has resulted in day temperatures to plunge about 9 degrees below normal levels.
The obscure sky conditions have not allowed the sun to shine brightly upon the region. A mild sun did not allow the day temperature to rise beyond 9.3°C on Wednesday.
This situation is rare but definitely not uncommon. In last 10 years, day temperatures dropped below 10°C four times and recorded 9.3°C twice.

Jammu and Kashmir is largely a hilly state with few places lying on the foothills. Jammu is one such place and witnesses extreme weather conditions. January is the coldest month for Jammu with monthly average maximum of 18.9°C and minimum of 7.8°C.
Cold day conditions will prevail in Jammu for next few days but temperatures could now rise above 10°C. The weather will change after the appearance of the next Western Disturbance by January 26.
