Russia's Agriculture Ministry would like to keep the wheat export duty as a means of regulating the market but would like to see it close to zero or at zero. Agriculture Ministry of the country have proposed to maintain the duty mechanism - it's a safety regulation measure. But (the export duty should be) brought close to zero or, in fact, at zero.
