Indian sugar mills owe around Rs 12,000 crore to farmers, In Uttar Pradesh and Maharashtra. The ‘incentives’ provided by the Centre in 2014-15 include the interest-free loans worth Rs 6,600 crore, export incentives of Rs 4,000 per tonne of raw sugar, raising import duty to 40 per cent from 25 per cent.
