India is considering giving sugar mills as much as $1.17 billion in interest-free loans to help them pay cane-growers i.e. the Indian farmers, plus additional beneficial incentives to encourage them to produce raw sugar for export in good quality, farm minister said. Mills in India, the world's second biggest sugar producer after Brazil, traditionally produce white sugar.
